Having a Power of Attorney notarised in the UAE and then watching it get rejected by a bank or government office is one of the more frustrating legal experiences a person can have. The document was prepared, signed, and officially processed; so, why is it being turned away?
The answer is almost never that the POA is worthless. Instead, it is that something specific does not match what the receiving organisation needs for that particular transaction. A missing power, an incomplete attestation, a translation issue, an outdated validity period. Just about any one of these can stop an otherwise valid document in its tracks.
Let’s try to help you to be able to identify the most common reasons POAs are rejected in the UAE and what to do about each one. If your document has already been turned away, HHS Lawyers can help you to review it and advise on the required correction before it goes back.
Why Can a Notarised Power of Attorney Still Be Rejected?
A notary and a receiving authority are doing two completely different jobs, and both need to be satisfied independently.
The notary checks that:
- The right people are present,
- Their identities are confirmed,
- The document is properly executed,
- This is where the role of the notary ends.
The receiving authority checks whether:
- The POA grants the specific authority that is needed for this transaction,
- The supporting documents are correct and consistent
- Additional requirements like attestation, translation, and validity periods have been met
Under Federal Decree-Law No. 25 of 2025 on the UAE Civil Transactions Law, which came into effect on 1 June 2026, an agent can only act within the authority the POA specifically grants. For certain acts, such as selling property, mortgaging, or signing a court settlement, the law requires specific authority.
A general statement like “manage my affairs” does not cover those acts, and no amount of broad language changes that.

Common Reasons a Power of Attorney Is Rejected in the UAE
Seven reasons account for the vast majority of POA rejections in the UAE. Each has a specific fix, but only once the right reason has been identified.
1. The POA Does Not Grant the Required Power
An agent can only do what the POA specifically says they can do. Nothing more.
A document that authorises someone to “manage property” does not give them the right to sell it, mortgage it, or receive money from its sale. Those acts need to be named in the document individually. The same gap appears regularly in banking, corporate decisions, and court matters, where the wording covers general oversight but not the specific action the agent needs to perform.
The fix:
Compare the POA wording word for word against what the agent actually needs to do. If the authority that is required is missing, the document needs to be redrawn with correct specific powers.
Our guide on the risks of general and special Powers of Attorney explains this distinction in practical terms.
2. Supporting Documents Are Missing or Do Not Match
Dubai Courts requires that all supporting documents correspond to the purpose of the POA:
- Property POA requires that there be a title deed
- Vehicle POA requires that there is evidence of the vehicle registration
- Corporate POA requires that there be proof of a valid trade licence and company records
Beyond having those documents, every detail inside the POA must match them exactly. A slightly wrong property reference, an outdated company name, or an identification number that does not align will cause the document to be returned without further processing.
The fix:
Before submitting, check every name, number, and reference in the POA against the supporting documents line by line. Correct any mismatch before resubmission.
3. A Foreign-Issued POA Has Not Been Properly Legalised
A POA that has been signed in another country cannot be brought to Dubai and used as though it were issued locally. Foreign documents must go through a specific sequence of authentication, and missing even one step if every other step is complete will result in a rejection.
The standard sequence for most countries:
- Authentication by the relevant authority in the country where the POA was signed
- Attestation at the UAE Embassy or Consulate in that country
- UAE Ministry of Foreign Affairs attestation once the document arrives in the UAE
Where this process needs to be completed, HHS Lawyers offer MOFA attestation service and can assist from start to finish.
4. The Required Arabic Legal Translation Is Missing
Documents that have been submitted to Dubai Courts that are not in Arabic must include a legal translation certified by the UAE Ministry of Justice. An unofficial translation, or one produced by a translator that is not recognised by the Ministry, will not satisfy this requirement.
This matters most where the POA deals with:
- Property transfers
- Court proceedings
- Corporate decisions
- Financial transactions
A small difference in translated wording can change the scope of the authority being granted, and that difference may not surface until the agent tries to use the document.
The fix:
Where a certified Arabic translation is needed, legal translation services in Dubai can prepare the document correctly before submission or resubmission.
5. The POA Is Outside the Validity Period for the Transaction
Some authorities apply their own time limits independently of any expiry date that has been written into the POA.
| Transaction Type | Validity Period |
|---|---|
| Sale, mortgage, or grant | 2 years from notarisation |
| Purchase | 5 years from notarisation |
An agent that presents a POA outside those windows will be turned away regardless of how well the document was originally prepared.
The fix:
Check the notarisation date before using any existing POA for a new DLD transaction. If the window has closed, a new document is needed.
6. The Authority of the Corporate Signatory Is Not Established
When a company grants a POA, the person that signs it must actually have the authority to do so on behalf of the company they are representing. The notary and the receiving authority may both require the trade licence and company documents to confirm this.
Problems only then arise when:
- Company management has changed since the document was prepared
- The trade licence has lapsed
- Corporate documents do not support the current authority of the signatory
The fix:
Before a corporate POA is prepared, confirm that the signing authority is current, properly documented, and reflected in the active records of the company. An outdated management structure can invalidate the entire document.
7. The POA No Longer Covers the Intended Act
A POA that is written for one specific transaction is not automatically suitable for every different transaction, even when the subject matter looks similar on the surface.
Before reusing any older document, check three things:
- Is the authority still in force, or has it been revoked since the document was issued?
- Does the wording actually cover the new transaction being attempted?
- Has anything changed: in the asset, the company, or the circumstances, that will affect what the document authorises?
What Should You Do After a POA Is Rejected?
The instinct after a rejection is to prepare a replacement and resubmit quickly. That produces the same outcome if the root cause has not been identified and corrected first.
Work through these steps before doing anything else:
- Get the rejection reason in writingAsk specifically whether the issue involves wording, identification, supporting documents, translation, attestation, or the authority granted.
- Identify where in the process the rejection happenedA document returned by the notary has a different problem from one that cleared notarisation and was refused later by DLD, a bank, or another institution.
- Compare the POA wording against the transactionCheck whether the authority that is written into the document covers the specific act that the agent needs to perform, not just the general subject area.
- Check every supporting document for mismatchesIdentification details, property references, vehicle information, and company records should all align exactly with what is written in the POA.
- Complete any missing translation or attestation stepsThese need to be done before resubmission, not discovered afterward.
- Amend or reissue the POA if the wording is the problemResubmitting the same document with the same gap in authority will produce only the same rejection.
If the difficulty arose during the original notarisation process, our guide on how to notarise a Power of Attorney in the UAE covers the procedural requirements in detail.
Special Issue: Property POA Rejected by Dubai Land Department
Property transactions have specific requirements at DLD that sit on top of the general notarisation process. A POA that works perfectly in other contexts may still be refused here.
DLD limits an agent strictly to the powers that have been named in the document. General management language does not extend to selling, mortgaging, granting, or buying property. All of those acts need to be specifically stated.
Beyond wording, DLD enforces its own validity windows regardless of when the document was prepared:
- Sale, mortgage, or grant: 2 years from notarisation
- Purchase: 5 years from notarisation
Where the POA was signed outside the UAE, the complete authentication chain must also be in place before DLD will look at it. A partially attested foreign POA will not pass this stage regardless of how well it was drafted.
Does Rejection Mean the Power of Attorney Is Invalid?
A POA can be properly notarised, correctly formatted, legally sound, and in the end, still be turned away simply because it does not meet the specific requirements of the organisation that has plans to use it for that transaction.
Rejection, in this case, points to a gap between what the document provides and what the needs are of the receiving authority. It does not mean that the document is worthless; instead, it means that something specific needs to be corrected, completed, or redrawn before it can be used.
The nature of the rejection determines the correct fix. That is why being able to identify the precise reason matters more than immediately being able to prepare a replacement.
Should You Amend the Existing POA or Issue a New One?
This depends on what the rejection actually identified.
- Where the problem is procedural:A missing document that is meant to support the POA, an incomplete attestation, a translation issue —the existing POA may only be usable once those gaps are addressed. The document itself does not need to change.
- Where the problem is the authority granted:The wording does not cover the transaction, powers are too broad or too narrow, or the act that is required needs specific authority that the document does not create, then a new POA is the only solution. Simply resubmitting the same document with similar wording achieves nothing.
Before you make a decision, confirm what the exact requirements of the authority are where it will be used. Property, banking, corporate, and court transactions each carry different requirements, and a document that works in one setting may fail in another.
Frequently Asked Questions
Can a notarised POA still be rejected in Dubai?
Notarisation confirms that the parties were present and that the document was properly executed at that moment. The receiving authority separately checks whether the document grants the specific authority that is needed for the transaction being requested. Both checks are independent, and a document can pass one and fail the other.
Can a POA be rejected because the wording is too general?
Under Federal Decree-Law No. 25 of 2025 on the UAE Civil Transactions Law, certain acts require specific authority. Broad management language does not extend to being able to sell property, taking out a mortgage, or signing a court settlement. A POA that does not name the authority that is required to carry out the act will be refused regardless of how the rest of the document reads.
What if my POA was issued outside the UAE?
A foreign-issued POA must have completed the full sequence of authentication before authorities in the UAE will accept it. That means authentication in the issuing country, UAE Embassy or Consulate attestation, and Ministry of Foreign Affairs attestation in the UAE. Missing any of these steps will only result in rejection until the full chain is complete.
Does a Power of Attorney need an Arabic translation in Dubai?
Documents that have been submitted to Dubai Courts that are not in Arabic must include a legal translation that has been certified by the Ministry of Justice in the UAE. An unofficial translation does not meet this requirement regardless of its quality.
How long is a property POA valid in Dubai?
Dubai Land Department applies certain specific validity periods. Sale, mortgage, and grant transactions require that a POA is notarised within the previous two years. Purchase transactions allow five years from the notarisation date. A document that is presented outside those windows will not be accepted for a new transaction.
Do I always need a new POA after rejection?
The rejection reason determines the answer. Missing documents, incomplete attestation, or translation issues may be resolved without changing the POA itself. Where the authority that has been granted does not cover the required transaction, a new or revised document is the only fix.

Conclusion: Get the Rejection Reason Checked Before Resubmitting
Resubmitting the same document without correcting the underlying problem will only produce the same result. The POA, the authority it grants, the documents that are meant to support it, and the attestation chain all need to match what the receiving authority requires for that specific transaction.
Where a Power of Attorney has been refused by a bank in the UAE, government authority, Dubai Land Department, or any other institution, HHS Lawyers can review the document and advise on exactly what needs to change before it is submitted again.
