Civil Marriage in Dubai
Register Your Civil Marriage & Sharia Marriage in Dubai
Civil marriage is a legal marriage contract that is registered in the competent court with no religious ceremony and no religious requirements. This type of marriage is based only on the clear consent of both partners. It is governed by Federal Decree-Law No. 41 of 2022 on Civil Personal Status and Cabinet Resolution No. 122 of 2023, which explains the rules for this law.
The law also sets the rules for divorce, wills, inheritance, child custody, and all legal rights that arise from a civil marriage. Civil marriage in Dubai does not apply to Muslims.

Why Choose Our Court Marriage?

What Is Civil Marriage in Dubai?
Civil marriage in Dubai is a legal union between a man and a woman entered into by a civil contract in front of an authentication judge at the Dubai Personal Status Court. The civil marriage is conducted in a secular way, meaning it does not involve any religious rules or religious ceremony.
The civil marriage system in Dubai follows Federal Decree‑Law No. 41 of 2022 on Civil Personal Status for Non‑Muslims, which manages family matters for non‑Muslim residents in the UAE. This law covers marriage, divorce, child custody, inheritance, and wills. It also allows non‑Muslim residents to choose whether they want to follow UAE civil law, the law of their home country, or other approved personal status laws instead of this Decree Law.
This law does not apply to Muslims. Muslim residents in the UAE follow Sharia law for all personal status matters.

Who Can Register for Civil Marriage in Dubai?
- Both partners must be non-Muslims.
- At least one partner must be a Dubai resident.
- Both parties to marriage must be 21 years old or older.
- The couple — or their legally authorised representatives — must appear in person.
Additional conditions under the law include:
- Both partners must give clear, explicit consent in front of the authentication judge.
- Neither partner can be presently married.
- The partners must not be closely related (no siblings, parents, children, or first-degree relatives).
- Both partners must be mentally fit and legally able to enter a marriage.
Important note for tourists: Abu Dhabi still allows civil marriage for tourist couples, but Dubai requires at least one partner to have a UAE residency visa. If neither partner is a UAE resident, the Abu Dhabi Civil Family Court is the available option for a civil marriage in the UAE.

A civil marriage in Dubai is a legal marriage under UAE law. It is accepted by all UAE government departments for visa sponsorship, residency, and family‑related legal matters.
Civil marriages registered in Dubai are usually recognised in other countries, but each country has its own rules. To use your UAE marriage certificate abroad, you normally need:
- Attestation by the UAE Ministry of Foreign Affairs (MOFA)
- Attestation by your home country’s embassy or consulate in the UAE
- Then submit the attested certificate to the authorities in your home country
Couples married under this system also have rights under Federal Decree‑Law No. 41 of 2022. This law allows you to choose whether future family matters — such as divorce, child custody, or inheritance — follow UAE civil law or the law of your home country.

Is a pre-marital medical test required?
No Medical test is needed for civil marriage under Federal Decree-Law No. 41 of 2022. Medical tests are only required for Muslim Sharia marriages.
Can one party attend through a legal representative instead of in person?
Yes. A partner can be present through a valid power of attorney. However, the authenticity of the power of attorney will be verified by the court.
Which law applies to our marriage — UAE law or our home country's law?
According to Federal Decree Law No. 41 of 2022, non-Muslims have the option to apply the UAE civil law or the law of their home country in the event of future divorce, custody, or inheritance cases.
How long does it take to get a civil marriage certificate in Dubai?
The Dubai Courts can deliver the civil marriage certificate within 24 hours if documents are correct and verified.
Is a civil marriage in Dubai recognized abroad?
Usually, yes, but every country has its own regulations. The UAE marriage certificate has to be attested by the Ministry of Foreign Affairs and then the embassy of the home country before it can be used abroad.
Can Muslims enter into a civil marriage under the law?
No. The Federal Decree Law No. 41 of 2022 only applies to non-Muslims. Muslims have to enter into a Sharia law marriage at the Sharia court or in front of a Mazoon.
Is it possible to register civil marriage among foreigners in Dubai?
Yes. Even foreign nationals that are not Muslims have the lawful right to marry in Dubai under the civil marriage system. As of 2026, the key requirements are that both parties must be non-Muslims, at least 21 years old, and at least one party must hold a valid Dubai residency visa. If both are tourists, they are typically redirected to the Abu Dhabi Civil Family Court.
Is a religious deed necessary?
No. The issue of civil marriage in Dubai is entirely formal and it need not have any religious ceremony or endorsement. It is a secular contract signed before a judge or a designated registrar at the Dubai Courts. You may still hold a separate religious ceremony for personal reasons, but it has no impact on the legal validity of the civil contract.
Can we apply through a lawyer?
Yes. The applications may be made via a lawyer with the help of a Power of Attorney (POA). A lawyer can handle the digital application, document attestations, and certified translations, which are often the most time-consuming parts of the process.
Is the appearance in court compulsory?
Personal appearance is mandatory in most instances to sign the digital marriage contract in front of the judge or registrar. However, some administrative steps can be handled by a representative with a POA. The ceremony itself is brief (typically 15–30 minutes) and focuses on verifying mutual consent and identity.
What is the civil marriage process near Dubai International City and Al Warqa?
Same process applied for Couples residing in or around the Dubai international city, Al warqa.
Is the marital certificate done in English?
The official certificate is issued using Arabic. However, the Dubai Courts now provide bilingual certificates (Arabic and English) in many cases. If you receive an Arabic-only version, certified translations into English (or any other language) can be organized and must be attested by the Ministry of Foreign Affairs (MoFA) for use outside the UAE.
